Developing District Capacity for Systems-Based Reform

Districts are continually developing strategies, processes, and policies to better support school improvement efforts, especially among the growing numbers of schools identified for improvement or corrective action. The development of a coherent, systemic, and resource-effective district improvement strategy to support school improvement involves leveraging a variety of resources available to a district office (e.g., Title I, Title III, Special Education, School Improvement) as well as coordinating district efforts with appropriate statewide resources.

Under the auspices of our grant from the U.S. Department of Education, we partnered with districts in their efforts to assess, analyze, and improve their district-wide school improvement strategies. In this work, we developed a variety of organizational assessment and decision-making tools that can help to facilitate the coherence of a district's efforts to support effective school improvement that better meet the needs of all students, including English language learners and students from disadvantaged backgrounds.
