This research project presents a protocol for sheltered instruction, along with a model for classroom application. Teachers supported each other through extended learning communities in order to better explore effective strategies for teaching English language learners. The authors address the use of sheltered instruction in programs for ELLs and demonstrate the importance of consistency of purpose and delivery. They describe a model for the strategy and the Sheltered Instruction Observation Protocol (SIOP). This paper was presented at AERA in April 2000.
